Executive Summary
Risk-based validation is a cornerstone of the FDA’s recent CSA Final Guidance. It depends on an accurate Intended Business Use statement—or more simply, intended use. Before you can identify Critical Data Elements (CDE), create an objective risk assessment, or determine validation testing scope, a clear intended use statement is essential.
For vendors, comprehensive intended use statements tied to URS, baseline configuration, and OQ testing enable clients to leverage validation work and reduce implementation time by months.
For clients, accurate intended use statements define where vendor testing stops and PQ begins—focusing validation on intended use differentials, client-specific configurations, and workflows rather than revalidating vendor-tested functionality. Most organizations write vague intended use statements that can’t support scope reduction decisions. The few who define intended use precisely will find that CSA validation actually works.
Introduction
Before you can assess validation risk objectively, you need to know what you’re assessing. Risk scores are meaningless without the lens of a clear intended use definition. You can build the most sophisticated risk assessment framework with GAMP 5 and FMEA principles, normalize scoring across departments, and establish objective RPN thresholds—but if your intended use statement is vague or too broad, or worse, non-existent, none of that methodology produces defensible validation decisions.
FDA has always required device manufacturers to validate computer software for its intended use (21 CFR 820.70(i)). The September 2025 CSA final guidance provided a risk-based validation framework that all GxP software manufacturers and users can apply—from medical device to pharma to biotech. Making intended use the explicit starting point for determining validation scope, the approach enables both vendors and clients to leverage validation work and reduce burden.
Most organizations write intended use statements that are either too broad to be useful or just restate marketing copy. The result is validation packages that can’t support scope reduction decisions because the intended use doesn’t constrain anything.
Why Intended Use Comes First
The risk assessment framework for CSA validation depends on an accurate description of the intended use. You can’t identify Critical Data Elements without defining how the software is meant to be used. It’s difficult to properly weight severity without understanding what GxP decisions the system supports. And it’s impossible to accurately determine testing scope without defining the features and functionality that are integral to your operations.
This creates a clear sequence for CSA implementation:
Define intended use → How is this software meant to be used?
- Be specific about operations, the business process it supports, and the baseline or default configuration (vendors) or actual configuration (clients).
Identify Critical Data Elements → What data must be accurate, complete, and reliable for the software to fulfill its intended use?
Assess risk → Apply GAMP 5 and FMEA principles to evaluate what happens if the software fails to perform its intended use or if CDEs are compromised.
Determine testing scope → Use the risk assessment to decide appropriate validation rigor. High-risk areas affecting CDEs require comprehensive testing. Low-risk operational functions can leverage vendor validation.
Most organizations skip directly to risk assessment without first establishing intended use. The result is risk scores that may not align with how you intend to use the system. It is also difficult to achieve consistent objective risk scores when each team has a different idea of the system’s intent: IT scores against one intended use, QA another, and nobody can defend why Module A required 200 test cases while Module B required 18.
The Vendor’s Opportunity: Building the Foundation
If you’re a GxP software vendor, your intended use statement should clarify how you expect the system to be generally used. It should tie together three critical elements: your User Requirements Specification (URS), a vanilla or default configuration specification, and your comprehensive OQ testing.
This is real competitive differentiation. In a market where most vendors provide minimal validation documentation, the vendor that limits client validation overhead stands apart. Procurement teams know what comprehensive vendor validation is worth: 3-6 months of implementation time and substantial validation costs.
This becomes especially critical for newer products requiring frequent upgrades. Each upgrade can trigger client revalidation. Comprehensive validation documentation—clear intended use, detailed baseline configuration, thorough OQ—minimizes that burden and prevents the cycle in which clients delay upgrades due to validation overhead, thereby preventing them from getting bug fixes.
Consider a nonconformance management system. A poorly worded intended use statement reads:
“Provides automated quality management capabilities for documenting and resolving product issues in regulated manufacturing environments.”
This tells clients nothing of value.
An effective intended use statement creates clarity:
“Automates nonconformance management per validated requirements (URS-NCM-001) as implemented in Default Configuration Specification DCS-NCM-001 and validated through OQ-NCM-001:
- Workflow automation: Route records by configurable rules, track investigation through defined states, enforce required data capture, and provide automated notifications
- Data management: Capture and maintain nonconformance descriptions, affected products, lot identification, investigation findings, root cause determinations, and corrective actions with full traceability and audit trails
- Reporting: Generate standard reports for trending, CAPA effectiveness, and regulatory inspection readiness

This statement references your URS, points to your configuration specification, ties to your OQ package, and describes specific operations. A client can immediately identify where your OQ covers their needs and where they need focused PQ.
Vendors who deliver this level of documentation are more likely to gain and keep clients. The cost of validation is under enormous scrutiny and a system supported by a vendor with a clear strategy that reduces their clients’ validation burden differentiates itself. When procurement can show that Vendor A’s comprehensive OQ will cut PQ effort by 60% compared to Vendor B’s minimal documentation, that’s compelling.
The Client’s Task
For client organizations, your intended use statement should define how your business intends to use the system, as configured for your users and workflows. It can then be used, in conjunction with your own risk assessment, to determine where your PQ or UAT picks up from the vendor’s OQ.
The idea is to limit OQ replication and focus your PQ on configuration-specific functionality. You effectively determine the difference between the vendor’s general Intended Use statement and your very specific one. You’re not redoing the vendor’s OQ.
This allows your PQ to focus on:
- Where your intended use differs from the vendor’s baseline
- Your client-specific configurations
- Your specific workflows
Consider a learning management system where the vendor’s intended use reads: “Automates training management through curriculum assignment, completion tracking, compliance reporting, and training record maintenance.”
Your organization’s actual intended use: “Documents training completion for GXP personnel per 21 CFR Part 820.25, and maintains training records to support personnel qualification decisions.”
The gap analysis reveals your PQ scope:
- Curriculum assignment: You use a manual assignment. Exclude from PQ—you’re not using it.
- Completion tracking: You’re using vendor-validated functionality as designed. Your PQ verifies the configuration and tests your specific workflow.
- Compliance reporting: You’re using two specific reports. Test those two; exclude the rest.
- Training records: You added custom fields for effectiveness assessments and configured HR system integration. This is your primary validation focus—the vendor didn’t test your customizations.
This approach defines a focused, risk-weighted PQ. You’re not revalidating completion tracking from scratch. You’re testing high-risk areas (custom fields, HR integration, your workflow), medium-risk configuration verification, and low-risk operational functions.
Writing Principles
As you begin your Intended Business Use statement, start with the business process or regulatory requirement the software supports. Ground the intended use in actual work, not abstract capabilities.
- Poor: “Manages nonconformances efficiently across the organization”
- Better: “Documents product nonconformances per 21 CFR Part 820.90, tracks investigations and corrective actions per 820.100, and maintains quality records required for regulatory inspection.”
Identify specific, value-add operations the software performs. Describe functions, not marketing features. “Routes records based on business rules” belongs; “powerful automation” doesn’t.
Be specific about the data the system handles. This becomes the foundation for identifying Critical Data Elements.
Define boundaries explicitly. What’s not in scope?
- “This intended use does not include: automated supplier notifications, ERP integration for material holds, statistical trending, or electronic batch record linkage. These capabilities are available but not validated in this package.”
Making Intended Use Enable Risk-Based Validation
When written correctly, intended use becomes the organizing principle for your entire validation package:
- Intended use defines what you’re validating → Operations, business processes, regulatory requirements
- Critical Data Elements flow from intended use → The specific data required for the software to fulfill its intended use
- Risk assessment evaluates intended use failure → What happens if the software fails or CDEs are compromised?
- Testing validates intended use performance → High-risk areas receive comprehensive testing; low-risk areas leverage vendor validation
- Documentation proves intended use validation → Fulfills the requirement in 21 CFR 820.70(i)
